Jo Halligan

Jo Halligan is the Executive Director for J&M etccc., Inc. an agency that provides education, training, certification, consultation, & counseling services with a focus on people with psychiatric disabilities and people who have experienced trauma. She has developed curriculum and provided training on such topics as trauma, wellness & recovery, support group facilitation & certification.

Currently Ms. Halligan’s primary work is with the Wellness Recovery Action Plan (WRAP). She completed all her WRAP training through the Copeland Center and is a certified WRAP Facilitator, a Certified Advanced Level WRAP Facilitator and International WRAP Training Mentor for the Copeland Center. She first learned about WRAP in 1999 and has been involved with WRAP in one capacity or another since that time.  Groups that she has presented WRAP to include people who are sexual assault survivors, people who are veterans of war, people with psychiatric disabilities, people who reside in nursing homes, people with addiction issues, people who reside in sheltered group homes, people receiving services in a state psychiatric hospital, people with disabilities who are seeking employment. These groups also include professionals who provide services to the individuals named. In addition she has worked with a variety of individuals in one on one meetings to develop their WRAP. This includes children dealing with bullying peers, people dealing with trauma following surgery or hospitalization, and individuals who are not comfortable in a group setting.

Ms. Halligan has a wealth of experience in developing certification curriculum, guidelines, standards and policies & procedures. During her five year employment with the Texas Attorney General’s Office, she was responsible for the development and implementation of the Sexual Assault Nurse Examiner Currency of Practice Certification, the Sexual Assault Volunteer Training Program Certification, and community development of Sexual Assault Response Teams for the state of Texas. She developed and implemented the first Crisis Intervention Responder training for Sexual Assault Nurse Examiners in the United States. She was the Certification Chairperson for the Association of Traumatic Stress Specialists (ATSS) for 2 years, and served on the Certification Board for 6 years. In addition she worked as the Executive Director for ATSS for 4 years. For 12 years she worked in various positions with Texas Mental Health Consumers as a volunteer, consultant, and employee. She developed a Peer Certification program for people with psychiatric disabilities for the 7 county NorthStar area of Texas. The certification was approved for Medicaid reimbursement through the Department of State Health Services and ValueOptions.

 

She has over 30 years experience working with victims of violent crime as a Sexual Assault Advocate, Volunteer Coordinator, Education Coordinator, Program Director, Director of Certification and Executive Director. Ms. Halligan has 30 years experience providing training on trauma, certification, crisis intervention, support group development, and self-care to victim advocates, criminal justice personnel, people with psychiatric disabilities, people with intellectual disabilities, medical personnel, educators and various other professionals. 

 

Ms. Halligan developed and implemented the first support group for Adults Sexually Assaulted as Children for a 12 county area in West Texas. She facilitated several groups a week for eleven years, including groups for people who were victimized by other violent crimes. In addition, she has 15 years experience developing and facilitating support groups for people with psychiatric disabilities.

 

Ms. Halligan has presented and trained at local, state, national and international conferences and has served on local, state and international boards and committees.
